REGULATIONS
Introduction
The Forth
International Festival “Human Rights Documentary Film Days -
UKRAINIAN CONTEXT” will take place on March, 30
—
April 06
2007
in the House of Cinema, 6 Saksaganski St, Kiev.
The
festival is a strictly non-profitable
event
whose overall objective
is promotion of an open social dialogue, of respect to human rights and
dignity, of rule of law in the Ukraine. Organizers will concentrate
equally on both artistic merit and human rights content.
Programme
Acceptance or rejection totally depend upon the artistic
and topical value of the films.
A festival does not limit the term of production and
release of film.
But it is
important of principle, that a film was not before demonstrated in
Ukraine
Please do
not offer films produced to order of organizations or projects. Films
that serve as vehicles of political or social propaganda, promote
interests of public campaigns, lobbying factions or business companies,
films that are principally instructive or didactic will be rejected
immediately.
Participation in other festivals will not preclude documentary films
from participation in the above-mentioned Ukrainian Context
Festival.
The
festival has both a competitive and non-competitive program.
The
non-competitive program is composed of retrospectives and thematic
categories.
The
Festival will present:
Best films of New Documentary language,
Best films on human rights protection. Special projects, Documentary
Co-production. Workshop, master classes delivered by leading experts in
documentary cinematography.
Awards
There are
two competition categories: Art Documentary and Human Rights.
The
festival also presents the audience award.
Organizations or individuals are welcome to offer special awards
(prizes) of their own.
Every
participant in the Festival will receive a special Participant’s
Diploma.
Application
and selection procedure
Selection of participant films will depend upon selection
committee appointed by the Festival managers and authorised by the Co-ordinating
Council formed by representatives of the Festival sponsors and
organizers.
Selection
deadline: December, 30 2006
To screening the film the DVD copy is enough.
The order of festival presentation will be established by
festival managers.

The
required set of documents will include:

Completed form of participant’s questionnaire
·
A short synopsis of their film
·
Director’s
filmography and biography
·
Director’s photo
·
Still photo from the film. Stills in electronic format
must be in print quality with a minimum resolution of 300dpi, size 1MB,
preferably in tif format.
·
Full film credits
·
2 posters of the film or flyers to be distributed in the
festival venues
·
Dialogue list in English,
Russian or Ukrainian.
Mailing,
insurance and return of films
Festival
organizers will cover or reimburse all mailing expenses incurred by the
applicants.
To reduce
the mailing costs,
including customs duties,
please indicate merely symbolic (token) sums of
videotapes value.
The
Festival organizers will cover insurance expenses for
BETACAM SP
tapes and

or
35
mm films. Copies thereof will have been returned to the
senders within 30 days after the end of the Festival to the addresses
indicated in questionnaire forms, all resulting expenses covered by the
Festival organizers.
It would be expedient to use diplomatic channels of the
sender’s country of residence for mailing purposes. If the sender opts
for a courier delivery service, please mark the parcel: For
Cultural Purposes Only.
No Commercial Value Attached.
The festival organizers shall learn about possible
changes in the return address before the Festival starts.
Presentation
Within the
Festival framework,
one and the same film can be presented no more than three
times.
Film
copyright owners will agree to having their films translated at Festival
presentations into Russian or Ukrainian. Translation costs will be
covered by the Festival organizers.
Apart from
cinema theatres, the viewers will have access to videotheques supplied
with video tapes in VHS format or
DVDs
of all Festival-participant films.
Invitation
and participation
Directors or producers of films selected for
participation in the Festival,
as well as producers whose projects are selected for
participation in the workshop on international co-production
of documentary films, are invited to participate in the Festival
personally. The Festival organizers will cover their hotel accommodation,
travel and subsistence expenses. Please expect no per
diem payments. Every successful film or project shall be represented by
only one person.
Advertising
and promotion
The
Festival organizers can prepare and hand over to television broadcasting
stations special advertising reels
(up
to
3
min)
of selected films,
using the copies at the organizers’
disposal. Short (1 min or less) fragments of selected films can be used
by mass media etc for Festival-advertising purposes.
Advertising
of films and organizations that participate in the Festival will be free
of charge,
all other advertising being paid for at a fixed rate.
Traveling festival
Within 8
months after the end of the Festival, its organizers will have a
traveling festival throughout major Ukrainian regions (oblasts). During
this traveling festival, one film can have no more than 12 public
presentations.
The
traveling festival will be a non-profitable
event.
But,
to reduce expenditure on cinema theatre premises rent,
the organizers reserve the right to permit cinema theatre
owners sales of entrance tickets provided that the sums total resulting
from these sales are not in excess of the operational costs. The
festival organizers shall not profit from these ticket sales.
Please
permit us production of film copies in
SVHS
and
VHS
formats or on
DVDs
for the needs of the traveling festival. We would use the versions
supplied by the copyright owners and supply Russian or Ukrainian
translation (sub-titles or interpreting).
Please
indicate in the questionnaire form your agreement or intention to
participate in the traveling festival.
Festival
archives
The
S VHS
and
VHS
video tapes or
DVDs
prepared for the needs of the traveling festival will stay in the
Festival archives.
These
copies can be used in subsequent work performed by organizers
(Ukrainian
Helsinki Human Rights Union and Centre for Modern Information techniques
and Visual Arts).
The Festival is aiming to make all entered films available for NGO´s,
press, film professionals and film students for research purposes
throughout the year. Please inform us in advance if you do not agree to
making your film available for non-commercial viewing after the festival
Participants agree that the festival organizer may use the Ukrainian
subtitled version of their documentary for non-profit use (e.g.,
educational screenings at schools).
Any
subsequent presentations will be of purely educational, strictly
non-profitable character.
Other
Any issues not provided for by these Regulations will be
considered by the Festival organizers in accordance with rules that
apply to international festivals procedures.
Completion
and signature of the entry form indicates the applicant’s consent to the
Festival rules and regulations. |
